Open Merit Share in J&K Govt Jobs: A 6-Year Analysis (2026)

The story of merit-based appointments in Jammu and Kashmir is a fascinating one, with a unique twist. Open Merit appointments, a system that rewards talent and skill, have consistently hovered around 52% of total selections over the past six years. This is despite the expansion of reserved categories, which have increased their presence across various government job recruitments.

The current reservation framework, introduced in March 2024, has yet to be fully implemented by the Jammu and Kashmir Services Selection Board (JKSSB). However, the data from the Jammu and Kashmir Public Service Commission (JKPSC) paints a clear picture for the period from 2020 to 2025. Out of a total of 3,581 selections, Open Merit candidates secured 2,096 appointments, accounting for a significant 58.5% of the total.

But here's where it gets controversial... The year-wise analysis reveals a fluctuating trend. In 2020, Open Merit candidates dominated with a 62.7% share, but this proportion dipped to 54% in 2022, only to rise again to 66.2% in 2024. The story is similar for Non-Gazetted recruitments, where Open Merit candidates secured an average of 51.4% of selections over the six-year period.

And this is the part most people miss... While Open Merit remains the largest category, reserved categories collectively account for over 41% of appointments. This includes categories like RBA, SC, ST, EWS, PSP, ALC/IB, and SLC, each with their own unique stories of representation.

The data also shows that the margin for Open Merit candidates has narrowed over the years, with 2022 seeing the lowest proportional share at around 40%. This shift is even more pronounced in Non-Gazetted recruitments, where the share dropped significantly in 2022.

With the new reservation framework set to be implemented, the 10,313 advertised posts will be a crucial indicator of how the category distribution evolves. Will the Open Merit share stabilize, or will it continue to shift under the updated structure?
